I once came upon Pinal County SAR guiding some lost hikers out of the Superstitions. They made them hike out, though. Four dummies who wandered into the desert wilderness with no topo map and only enough water for a short hike. They spent a whole night in the desert before SAR could start looking for them.   This was pre smart phone revolution, and back when there was no cell service in the Supes, so they lucked out on being found.

It amazes me on how many people I come upon in remote areas without maps.

Some national parks are still open, at least partially, I think Yosemite has been open to people with reservations at hotels and campgrounds in the park. And, of course, the California Highway Patrol is a state law enforcement agency.
